Google is expanding to crowdsourced, hyperlocal information with a new app called Bulletin that allows everyone lead information about their community community, by way of Phone Scoop.

Bulletin allows consumers submit pictures, movie, and messages right to the net straight from their telephones, with no needing an current web site or web site.
